NOTES says a lot of things, including about the install procedure:
To run the INSTALL script type:
csh INSTALL
I actually did try chmod 755 INSTALL and ./INSTALL without success.

You lost that one. (the file NOTES, which, believe me I read, insists on
that). By the way, you had a hint on me not running as root as I said in
my post:

Now, with the help of Richard Durbin, I finally succeeded to install
acedb, by editing the INSTALL script, simply providing the path to all
the commands.
We could not figure out why my csh environment is behaving like this.
