Sure, Noise Cancellation Technologies on the Science Park in Cambridge, UK
will supply you with what you want. I have a suspicion it wont be cheap though.
Why not call the EPA in or something, here in the UK we have Noise control
officers in the local council who you can complain to about neighbours making
excessive noice.
