looking for advice on software creating images for WWW page

I am designing homepages for a biological department and i am planning to
purchase a software to help designing and creating good images including
animation, imagemap, 3D,etc. can anyone give me advice on which software(s)
is best on current market? the platform is win95/winNT and Mac.
