NCBI makes all of their blastable databases (including all of their
protein databases, such as nr.Z) available in FASTA format.

GenPept (all of the CDS present in GenBank) is also available
in FASTA format:
ftp://ncbi.nlm.nih.gov/genbank/genpept.fsa.Z
or:
