C:N ratios

I'm trying to check my media formulations so that I have excess of
everything, and carbon is the limiting element

I know a good C:N for bacteria is supposed to be 10:1 (based on E.
coli), but is that a molar or a mass ratio?  Also, this ratio should be
read as "Bacteria need 1 unit of nitrogen for every 10 units of carbon
for balanced growth", right?

Any input would be much appreciated.
