expression pattern of genes in operons

Dear All:

What is the current consensus on how to determine the expression 
pattern of
genes that reside in an operon in the second, third, etc position? One 
way to
approach this problem that seems to be reasonable is to take a genomic 
sequence
from the end of the nearest to the operon 5' gene to the beginning of 
the
nearest 3' gene and then replace the gene of interest with a GFP 
sequence. Is
this a viable strategy?
I am going through the literature to see what has been done, but it 
would be
nice to receive a bolus of concentrated knowledge on this subject.
