The Fisheries Improvement Programme will be recruiting three new staff
members in the spring of 1996. The following informal job descriptions
are now being circulated to interested persons. For more information, please

Position 1. Programme Coordinator
Qualifications:
Post-secondary degree in education, business, biological sciences or
environmental studies.
At least two years experience in project
management in education, environmental management or community
development.
Duties:
In collaboration with Education Officer, designs,
oversees and participates in public education activities on fisheries
management and marine conservation issues, targeting all active and
potential users of the sea, in five communities on the north coast of
Jamaica;
-Facilitates collaboration with other agencies in such activities.
-Facilitates FIP involvement in the development of the Discovery Bay
Fishermen's Association, especially to assist the Association to:
1.operate a fishing gear store and to market 1.5 or larger meshwire in the
D/Bay area,
2. manage the D/Bay Fishery Reserve,
3. encourage its members to become involved in conservation and fishery
management activities.
-Facilitates FIP involvement in the formation and development of fishers
organizations on Braco, Rio Bueno, Top Beach (Discovery Bay) Runaway Bay,
and Salem fishing beaches, especially to assist theses organizations to:
1. become registered, legally recognized bodies,
2. manage and develop their fishing beaches,
3. manage and conserve their fishing grounds,
4. educate their members on cooperative management and marine
conservation issues.
-In collaboration with Data Manager, plans,
oversees and participates in fishery catch-and-effort data collection
trips to six designated landing sites.
-In collaboration with Data Manager,
oversees transfer of beach data to FIP data files in notebooks and in
Excel computer files (with backups); ensures availability of data for
analysis.
-Collaborates in data analysis, e.g. with Fisheries
Division/CFRAMP stock assessment project; oversees publication of any
resulting reports.
-Disburses funds for FIP activities in Discovery Bay,
pays part-time assistants, and maintains accounts to be submitted to CMS.
-Organizes and chairs regular staff meetings.
-Ensures that FIP vehicle
is maintained and available for FIP activities, and assigns its use.
-Ensures that computer equipment is maintained and available for FIP
activities at all times, including periodic servicing and updating of
software and equipment as necessary.
-Ensures that all other electronic
equipment (TV, VCR, video camera, camera, slide projector) are maintained
and available for FIP activities, and assigns their use.
-Oversees the operation of the FIP Refsys Library.
-Utilizes media channels to enhance
education programmes and to promote FIP sponsored events.
-Prepares periodic reports on FIPs education and fishery management
activities to submit to CMS and to local, regional, and international
journals/meetings for publication/presentation.
Position 2. Education Officer:
Qualifications:
-Post-secondary degree in education, business, biological sciences or
environmental studies.
-At least one year experience in community
development or environmental education.
Duties:
-Designs, oversees and
participates in public education programmes to promote:
1. the move to 1.5 or larger mesh size for fishtraps
2. establishment of fishery reserves along the coast
3. formation of fishers organizations on fishing beaches
4. the concepts of community management of local fishing grounds.
-Develops a sound working relationship with fishers, boat skippers and fish
marketers at the six designated sampling sites (fishing beaches).
-Designs and produces promotional material for FIP and its activities.
-Maintains and expands FIPs resource library.
-Engages in proposal writing and fund-raising to expand FIPs education
projects.
-Participates in fishery data collection trips to designated sampling sites
and assist in data collection (must be able to identify the type of
fishing gear/method used, and the species of fish landed.)
-Be familiar
with FIPs area of operation (Trelawny and St. Ann coastline) and be
knowledgeable about the fishery, and marine conservation/environmental
issues.
-Able to use computers.
-Able to swim and (willing to learn
to) SCUBA dive.
Position 3. Research Assistant
An assistant will be required to
participate in a research project focusing on reef fish recruitment and
migration in Discovery Bay. The project will be run in collaboration with
scientists from ICLARM. More details of the position will be available at
a later date.
