Apologies that this hasn't yet been resolved for you. To trouble shoot
this further, could you please send me the hostname of the machine
you're trying to connect from, and a traceroute from that host to
ftp1.ncbi.nih.gov.
Additionally, some people have had success using a client that
defaults to passive-mode FTP -- I don't know if NcFTP defaults to
passive or not; I know the Solaris 'ftp' command can _not_ do
passive. You might want to try connecting via Netscape, as it seems to
default to passive and has allowed some people who couldn't previously
connect to do so.
