Well, let's see, Judd..... Are you planning to distribute these issues by
US mail? Then, unless you want to pay an arm and a leg, you will need to
establish that you indeed have a journal. You will need an ISSN (International
Standard Serial Number) that must be applied for. You will probably have to
demonstrate a list of subscribers. How will you convince institutions (read
libraries) to pay your large subscription charges? Libraries are loath to
enter new subs for journals of unproven worth, or those patrons are not really
demanding, so you will have to get it going and keep it going for a while.
Do you want real visibility? Then you need to get covered by one or more A&I
services--ISI's Science Citation Index would be good, the appropriate issue of
Current Contents would be even better. However, the better A&I services
look at various quality indicators such as WHO is producing the journal,
the breadth and visibility of the editorial board, the quality of the
articles published, the degree to which the journal duplicates coverage
already provided by existing journals, the regularity of publication, etc.
Now I came into the middle of this string, so maybe I am missing something...
