There are several ways. But in any case you (or your institution) have
to pay for it. One of the best implementations of the SCI and the SSCI
can be found at DIMDI, Cologne. They have a free-of-charge access:

+DIMDI (free usercode, no password required)
Once logged in, you can enter the following commands:
INFO FILES List of databases (+ additional information)
INFO LI Database licence fees
INFO CHARGES Payment for usage of DIMDI's services
or
INFO INFO for general information
The main advantage of this online service over the CDROM-versions
is the possibility of searching all yaers from 1974 up to date in
a single file (instead of one disc per year on CDROM). At DIMDI
you can even combine the SCI with SSCI to one huge integrated file.
