I have a book I think is very usefull in learning and brushing up. It even
has exercises. It is "The Bedford Handbook for Writers" by Diana Hacker.

I consult it myself sometimes. It is not a full textbook for someone
learning English from the beginning, but helpful to someone who already
speaks English, though as a second language.
