How to archive independent scholarship?

It has been incredibly difficult to break into the neuroscience 
literature with a body of work spanning several disciplines related
to an original theory of mind and to artificial intelligence (AI).

For example, just to get an independently published AI textbook into
http://citeseer.ist.psu.edu/cis?q=AI4U&submit=Search+Citations Citeseer,
it was necessary to submit a hostile Portable Document File (PDF) seed.

How long must independent scholars wait for access to Open Access?
