TOPS is available for free for academic use; you can ftp it from
somewhere, but I can't remember where I got it- sorry. Try writing to the
author, Tom Flores, at t-flores at nimr.mrc.ac.uk.  He is very helpful.

You must apply for and get a licence to be able to compile the source.
