I don't qualify as a "we" in parasitology, but the Association for the
Scientific Study of Consciousness runs a refereed journal mailing list
PSYCHE-L, which is similar to what you propose.

They also have a website http://assc.caltech.edu/ which covers their
activities.
There outsiders like myself can view their discussions without
disturbing the ruminations of the insiders.
All you need to do is find people willing to do the work. :)
