Algae in the lake, help!

I am interested in finding out of there is anyone who has
dealt with algae problems in a fresh water environment.
I have a problem where I have several man-made lakes stocked
with fish. These lakes are used for a variety of things 
including irrigation.

They become overgrown with algae on a regular basis.
Because of their access to the water table, no chemicals
can be introduced into the lakes to control this growth.
Currently, these lakes are harvested mechanically.

I am looking for information on white imura carp, and any
other solutions to this problem anyone has ever heard of.
