If the CO2 is in short supply ie. it is the limiting factor, then any
increase in CO2 concentration around the plant will produce an increase in
the rate of photosynthesis.

If CO2 is not in short supply, and say light energy is in short supply ie.
light energy is the limiting factor, then an increase in CO2 concentration
will not bring an increase in the rate of photosynthesis.

Hope this helps.
