In natural conditions CO2 availability is normally a limiting factor. In
spite of this a global increase in atmospheric CO2 has been observed in the
last decades. The apparent contraddiction is probably explainable in term
of global distribution of the gas. However, an estimate of the global plant
productivity is very difficult to obtain.

p.s. CO2 fumigation is a practice sometimes used in greenhouses to improve
productivity.
