The best time is generally February (at least at our latitude, 60 deg. N),
when there is a dramatic increase in daylight length and intensity, and
hence of plant activity. At the present time of year, pot plants usually
slow down their growth and they may be "confused" if they suddenly are
repotted. But of course, repotting at any time of year is better than
starving to death. A compromise is to "topdress" with a few centimeters of
new soil on top of the old one - there is usually room for it in the pot
when the nutrients of the old soil is consumed. Good luck and my best
regards to your palms from Åslög Dahl (Göteborg, Sweden).
