plant taxonomy

Plant-eders,
        We are considering a faculty replacement for a retiring plant
taxonomist.  One of my problems will be justifing a faculty position in
plant tax.  because we will serve ~30 students/year in three tax courses.
My question is what type of current training at the PhD level are people
receiving that would allow them to cover plant taxonomy but also contribute
significantly to population (plant) biology.  Our greater need in in the
introductory course call Organismal Diversity--a non-survey--diversity
course that cover intro ecology and evolution and in population biology at
the graduate level.  Since I'm a little uncertain where we are going this
this position this is perhap too ambigous--sorry.
