Something I've done for years with tropical plant seeds after cleaning
them (removal of the seed coat), is to soak them in water overnight. That 
should allow them to rehydrate and generally they sink to the bottom of 
the container. Usually if they float they won't germinate.

Cactus seeds are very tiny and I would plant them even if they float. But 
soaking them should certainly help. You may also want to consider bottom 
heat for your seed trays if you are in a cool climate.
