Newbie Question

Hello all,

When can one repot..ie Dormant stage ? I bought a 7"  " Reflexa Bush" about
a month ago. I would like to repot it and put in some real
soil.. <suggestions?>  It camepotted with peat moss and some would
chips..The plant won't retain the water in this enviroment.
