Phosphorescent algae?

the short answer is that algae, like certain kinds of bacteria, fungi
fish, fireflies, etc.,  use 
chemical energy to transfer energy into certain kinds of molecules, 
which then release that energy as light. 

a book that was reccomended to me is 'Bioluminescence in action',
ed. by P. J. Herring. 
actually i was interested in irredescence, which is different, but
Herring's
book seems pretty good.
