NOAA's Center for Sponsored Coastal Ocean Research (CSCOR) / Coastal
Ocean Program (COP) seeks an Oceanographer, GS-1360-13/14, to serve as
a Program Manager for the Ecology and Oceanography of Harmful Algal
Blooms (ECOHAB) research program. ECOHAB is a multi-agency (NOAA,
National Science Foundation, U.S. Environmental Protection Agency,
Office of Naval Research, and National Aeronautics and Space
Administration) research program, providing support towards developing
the best understanding of harmful algal bloom (HAB) species and their
surrounding oceanographic environments through open competitions and
peer review. Research results will be used to guide management of
coastal resources to reduce HAB impacts. The incumbent serves as a
Program Manager and coordinator in the Center for Sponsored Coastal
Ocean Research (CSCOR)/Coastal Ocean Program (COP) responsible for
planning, review, and coordination of a major national program in the
Harmful Algal Bloom (HAB) research. Also works with other office staff
in oversight of the HAB monitoring and event response activities. The
incumbent is a nationally recognized authority in the ecology and
oceanography of harmful algal blooms and is familiar with the HAB
research community.  Performs a wide range of assignments of
considerable difficulty and complexity in oceanography. Conducts
expert-level oversight of national and regional scientific programs in
coastal oceanography and estuarine ecology. Maintains and fosters
communication with the coastal research and resource management
communities he/she established during post-graduate experience.
Expands intra- and inter-agency, and extramural partnerships and
collaborations for the purpose of developing a national HAB
