VEP vector file format

Thanks for the help with my earlier post.  I've got a question about the 
format of the vector sequence files used by VEP.

1)  Should it contain the entire sequence of the vector in capital 
letters(does this matter?) named something like vectorname.vep?    

2)  Where does VEP look for these files?
