I suggest your friend get in touch with the U.S. Army which
runs or has run a P4 lab for sometime in Reston, Virginia.
Also for background and "light" reading he might like to
pick up a copy of HOT ZONE by Richard Preston. It is
real science, concerns Ebola and Marburg virus, the work of
a P4 lab (the Army's in fact) but its a journalistic account.
