Nonviable plant virus controls

I need to produce nonviable plant virus controls that still react in
ELISA.  I am looking for information on irradiation or other techniques
that can be used to inactivate many different plant viruses.

We package lyophilized plant tissue controls in The West Company 20mm
serum lyophilization, flint glass, blowback vials, with the S-87-J stopper
and 20-10TN lacquered 20mm tear-off caps. The volume in the labeled vial
will vary from a thin film to 2 ml. 

Any information or pointers would be greatly appreciated.
