Supportive Grad programs

We have a fairly new program in neuroscience here at Baylor, and we
would like to recruit more women and minorities.  I am interested in
the opinions of all of you on this subject.  If you could design a
program that would be really supportive of women and minorities, what
features would that program include?  How do you define a "supportive"
atmosphere?  What sorts of things are perceived as "unsupportive"?
