This National Aeronautics and Space Administration (NASA)
Research Announcement (NRA) solicits proposals to establish
NASA Specialized Centers of Research and Training (NSCORT) in
the space life sciences. This solicitation requests
proposals in the areas of gravitational biology,
environmental health, and bioregenerative life support only,
and is open to all categories of organizations. The NSCORT
Program is established exclusively for ground research and
analysis, and will not directly support space flight
experimentation. A Letter of Intent to Propose is
requested by February 17, 1995. Proposals may be submitted
at any time up to March 17, 1995. Proposals will be
evaluated for intrinsic merit, relevance, and cost. The
proposal review process includes a site visit to the
institutions of the most promising candidates; site visits
will be scheduled during May and June of 1995. A selection
announcement will be made in July 1995, and funding will be
initiated some time after October 1995.
Appendix A contains technical and program information
applicable only to this NRA in the general areas in which
proposals are solicited and includes amendatory guidance to
Appendix B. Appendix B defines the basic procedures for
preparation of solicited proposals in response to a NRA.

The Government's obligation to make awards is contingent upon
the availability of appropriated funds from which payment for
