I'm usually just a lurker, but here's my 2 cents' worth. I doubt it's
the filter per se that's reduced this group's activity rate. I think that
when people were having trouble posting, they gave up for a while, and
all we need is some new threads going to draw people back in. Most
people don't start discussions, but are more likely to respond to
someone else's comments.
As I understand it, some of us access this group with a newsreader,
others receive it as a mailing list, right? I guess the mailing list
folks don't get any reminder of this group's existence if no one is
submitting anything. I guess someone just has to get the ball rolling!
